Can't Unblock Windows Firewall

I have Skype installed on my Toshiba Satellite Laptop (with Windows XP Home). It's installed on both of the 2 user accounts, one of which is an administrator account and one of which is a limited account.

When I'm logged in as the limited user, the Windows Firewall pops up a window saying that some features of Skype are being blocked. It says that the administrator can change these settings.

So I log off and log back on as the administrator, and the control panel settings under user accounts already lists Skype as unblocked. That is, the box is checked on the exceptions tab.

On the limited account, the control panel looks exactly the same (though over there it can't be modified, of course), with the box next to Skype checked.

So why does Winodws Firewall continue to block "portions of the program"? How do I undo this?

That's interesting, I didn't realize I hadn't activated it. Wonder how I do that. Hm...

Went to control panel ==> accessories ==> system tools as instructed in the user manual, but no activate windows option listed.

There is no Activate Windows option listed under All Programs.

I bet I already activated it, actually. I bet that 30 days left message is an error.

What about my original question? How do I unblock Skype? Also, do I need a newer service pack?

When you first open the Windows Firewall dialog box, make sure it is on and the "Don't allow exceptions" is NOT checked.

Oh it is, and it's not.
You need to change the limited account to an admin, then log in as that account to make the changes, then change the ltd account back from admin.
There is no Activate Windows option listed under All Programs.

I don't know, I'd have to search around in my closet. But that seems like a lot of trouble to get rid of an erroneous message.

I changed the limited acct to admin, but in its control panel the settings are already correct with regard to the Skype program. So there was no change to be made.

I'm thinking the firewall is giving me an erroneous message and not blocking Skype at all. I had tested Skype before, and it worked, though that was before I changed this user acct to a limited acct.
Well it is more than an erroneous message. Windows is authenticated and windows is telling you that it is not. Also windows will not hold on to java and the windows firewall is not working properly. I think it is bigger than what we are looking at. Let us know if you have the recovery software for the computer?
