Can't open mouse preferences and adjusting sound balance doesn't change anything.

Well, so I have two computers in my room, one being a tablet with a trackpoint, the other being a desktop with a USB keyboard that has a trackpoint, I have windows 7 on them both. When I try to open Mouse options from control panel or even "Change mouse pointers" from Personalization, nothing opens, at all. I also have a couple of earphones, one gives away louder sounds than the other, so I usually fix this by adjusting the volume balance, but it stopped working, it's like they are on equal level at all times (resulting in unequal sound for me).

So the mouse option problem is on both computers, I tried to reinstall drivers, I tried a system restore, and a SFC /scannow.

The volume thing I know is on my tablet, but not sure if it's on my desktop as well.

Oh and sometimes when I was on my desktop, the mouse options would later appear after I closed Chrome for some weird reason, just tried it on my tablet, but didn't work, can't know if it will later though.

Any ideas?

EDIT: Sound balance thing works sometimes, sometimes not.
