I have tried different programs (cleaners, etc) to get rid of these things since doing it manually hoses me up, yet these programs are not getting to this folder. All of my options are set to clean the temp file, but I don't think they are getting to the right folder. My files are in "LOCAL SETTINGS" and then I think the folder is "TEMP FILES". I do have the other temp folders in WINDOWS and I think that is all it is getting.

Now I know I have been able to clean this in the past but for some reason it isn't working this time!

Any ideas?

Have you tried booting with a DOS startup floppy, and deleting them in DOS? Since this is W9x, you could just boot to a plain command prompt, hit F8 a few times before you see the first Windows Loading message, and select Command Prompt.
