Cant get past startup...

I was browsing a forum and then clicked a link to youtube, when the page loaded my screen freezed and a green box was in the middle of the screen and other parts of the screen had streaks of green.Nothing was working so I clicked the power button to reset, but now when I try to reboot it gets past the dell loading screen(with the bar) but it wont go past the screen that says my RAM and Video card info and has a blinking cursor under all that info(it never goes to my windows loading screen). I do not know too much about computers, or at least the really advance stuff which I think this might involve. Any suggestions on how to fix this?I have read reseting "Bios" might work but wanted some more opinions before i try and do that. Had no problems beforehand this just happened randomly . I would put some comp info down but idk what you guys might need so if you do need some specific info just tell me what you need. Thanks in advanced......so happy I have my brothers laptop or I wouldn't know what to do...my comp is a few years old.

btw my comp does go into safe mode fine,i tried reseting with last good config and it goes to my accounts screen but the screen is full do colors and the mouse doesnt work and sometimes it goes to the same problem as above.
