cant find local security policy in admin tools

i have it on my desktop, but i dont have it on my laptop

running XP Pro for both, and everything else is there except the local policy and i need to access that so i can give my desktop user rights to my laptop

any help would be greatly appreciated, thanks!

also my latop is xp home and desktop is xp pro

so i found out XP HOME doesnt have a local security policy .. is there anyway around this?
