I have a AIS (American Industrial Systems) Industrial PC. It is running APTIO 2019 BIOS. I see a UEFI and Hard drive on the boot selection window.
Here are the pictures of the model number and BIOS screen.

I could enable Network stack it showed
IPV4 PXE - I changed that to enable
IPV6 PXE.- I disabled.
Still I did not see the PXE option under the boot menu.

Under CSM setting, I net the network settings to Legacy or UEFI. In both cases it did not work. I would appreciate any help to enable network boot on this computer. We have two such computers and they are real pain and AIS does not respond at all and the manufacturer who made is clueless on what to suggest. I reached out for AMI, they said unless the motherboard was made by AMI they would not support.
Thank you for your help.

Think of it kind of like a hard drive/SSD, if the computer cannot see one that it can boot from, it doesn't show it in the BIOS. Meaning my guess would be that the computer cannot see a legitimate bootable operating system that has been setup just for it to boot the computer from. As to what or where the problem might be, I'm afraid I don't know. Hopefully, someone else will be in here soon with an idea or two you might try.
