Cant cycle power without removing battery

I have an Intel D865GBF motherboard and if I remove the cmos battery, then reinsert it, the system will then turn on and power up into win2k.

I can then reboot it fine.

However, if I do a shutdown and power the computer off, then try to restart it, it won't boot. the fan will start to spin, then shutoff.

If I pull the cmos battery, and put it back in, then it will restart again.

I have replaced the Power Supply and flashed a new bios to try to resolve, with no success.

Ideas?

When you yank the battery you are in effect clearing cmos. Have you
went into bios and checked settings?
