buzzin and crackling problem :(

OK, I've had this problem for about 6 months now, and its not going away. I'm running this setup here

Antec Sonata 2
ASUS A8V Socket 939
AMD Athlon 64 3500 2.2Ghz
1.25 GB DDR400 Ram
Maxtor 300GB 7200RPM 16MB cache Hard Drive
ATI Radeon X850 Pro 256MB
Creative X-FI Extreme Fidelity MP3 music
LG DVDR ROM

the first sound card i had was a soundblaster live! 5.1 It worked GREAT. Then I upgraded to the audigy 2 VALUE card. thats where the trouble began. On EVERY second reboot or startup, whenever i searched the web or listend to music or played games, I'd hear horrible hissing, buzzing, and beeping and all kinds of strange noises coming from my speakers. Even more when i scrolled down pages. But when i reboot from it doing that. It goes away complety. But comes back next time i reboot. Yesterday i got a new sound card. The X-fi extreme music. SAME problem. Ive tried reinstalling both sound cards in every PCI slot i have. and reinstalling drivers and updates. ive even tried switching speakers. Does ANYBODY here have any advice they could offer to fix this?????????:sigh:
