Bullet Spacing in Word

I am trying to create a Word (2007) template off Designers specs. 'Normal' style is 13pt after and when I create a bullet list the spacing is way too big. Is there a way to build the bullet without users having to manually remove the paragraph space on the line previous to a bullet list?

I swapped the spacing to before which worked a treat until I came to do the Heading styles which have no spacing after the heading. However due to the spacing before 'Normal' I couldn't do so had to swap back to after spacing. :sad:

Any ideas would be most welcome. Thanks
