We had a quick short not that strong brownout and my computer shutdown and restarted then rebooted. My dad said the lights in his basement dimmed quickly and the tv shut off for a quick second. I wanted to know If this really damaged any of my hardware on my computer PSU,HD,MOBO, etc. I am really worried because it's a custom built gaming rig thats expensive. How do I tell if it damaged any hardware components? Tomorrow for sure I will be going to radioshack and I will be picking myself up a UPS (uninterrupted power supply).

Test it. If it's still working normally, then it is likely fine.

If your PSU is good quality you're probably OK.

As above and a UPS is a great investment. I wouldn't run a computer without one.
