i,ve reinstaled the graphics card and the drivers. it's the same in safe mode. when i hook another screen up to the laptop the picture is perfect. i'm almost 100% sure that it's a hardware fault on the lcd itself.

Indeed, I would initially suspect the connection to the motherboard before going over to the LCD itself.

I'vre seen similar effects on LCD monitors .. the fault was with the controller PCB, proven by substition .. however thare is a small chance that it's power supply related, not that it makes much difference since both controller and power supply are on the motherboard.
Find a way to check it out on another laptop .. or if it's within warranty then RMA it back to the supplier / dealer
BACK UP all your files first though. It's guarantedd that before anything else is done the harddrive will be erased and then your oS will be re-installed along with drivers etc. Standard procedure to annoy the Customer

Check for heat problems (screen). I've seen this before with screen heating problems (especially if it were a HP - known for defective LCD's).
Its also exhibited generally if the Video card is overheating and gradually it starts to corrupt.

You can try a different (any) vid card to check.

JUst reread your message and hadn't focused properly on that note above

it's 99% the LCD screen that is at fault. However when I was searching for a screen for my laptop I founfd that it was almost the same price as a new laptop, so I haven't bothered repairing it. Check out places like e-bay for prices .. also ask the guys on the forum who (which suppiers) they trust .. it's easy to get conned out of cash if you decide to proceed
