Bootmgr is missing

I have recently built a new computer and bought windows 7 from this site. Purchase Windows 7 Pro 32 Bit with SP1 Dell Disk | Windows 7 Pro 32 Bit . The ISO download came through a archived digital river page. I then installed the ISO on a flash drive using rufus. After clean wiping my old hard drive I installed it in my new computer and started it up. The first time I did this I made it all the way to windows compressing files 0% and thats where it stopped. I got an error message and I pulled the flash drive and redownloaded the iso and ran rufus again. Now when I start the computer up and boot to the flash drive I get a BootMgr is missing error. I have tried for countless hours to diagnose this problem online and have found nothing. Someone please help me.

Sorry for the double post but small update: I thought I would try unplugging the hard drive and seeing what happens. It works! I get to the windows install screen again. Does this mean I have a bad hard drive? I know for a fact that I selected the usb drive as my primary boot yet when I unplugged the hard drive it managed to make it work?
