So I'm trying to pair my device to my laptop but the button to turn on bluetooth won't do anything. I'm using a Dell Inspiron N5110, running on Windows 7 64 bit.

Use Windows to connect the device, not the Dell addon:

Add a Bluetooth enabled device to your computer

If you have a look on the keyboard on your laptop do you have a blue/orange button that has the blue tooth symbol?

Also if you have a look at the indication lights is thew bluetooth light on?
