Upon further testing, WinRAR at best compression is better than 7 zip ultra for a .exe with imbeaded .jpg's.
My Results:

Original File: .exe with imbeaded pictures
Size:6.57 MB (6,895,078 bytes)

WinRAR: Used 'Best' compression, took 5 Seconds
5.21 MB (5,467,662 bytes)

7 Zip: Used 'Ultra' compression, took 6 Seconds
5.21 MB (5,473,155 bytes)

Open WinRAR - Options - Settings - Compresion - Create Default - set Compresion Method to Best. I would also recommend to check Test archived files as well, especially with the best compresion.
