I'm looking to get information on a digital camera that I'm thinking of buying.

Looking for best value for money on the lower price range.

Ideally it would have the following functionality:-

Video as well as still photography
Optical zoom
Bluetooth

How low is your budget? Are we talking $200-300? Figures speak clearly than words. Why the preference in bluetooth connectivity? I hope NOT for file transfer, since bluetooth is very slow for that. Yes, I was considering Bluetooth for transfer to PC. Probably not a good idea in hindsight.

I would be looking for high-quality video and optical zoom also.
