Belkin 2.0 USB PC Card/Plextor Convert-X Problems

Using any DVD Editing program (U-Lead, WinDVD Creator) with a Plextor Convert-X plugged into my Belkin 2.0 USB PC Card Adapter, I am not able to get video in the preview screen. WinDVD says this is a "video overlay" issue. The Convert-X specifies USB 2.0 and my computer is an old HP laptop that only has USB 1.1. When the Convert-X is plugged into the computer's regular USB port (by passing the Belkin) the video preview screen works just fine.
Is it the Belkin causing this, and are there other adapters that would eliminate this problem?

Problem Solved.

For those who may also have had a problem with the Belkin card, the answer in my case was not to use the Belkin installation disk at all, but to merely let Windows recognize the card itself and install drivers from Service Pack 1 or later. You should go to Device Manager and uninstall the Belkin driver first,
however, then restart your computer.
