I need to add that when I run netstat -b with no broswers running I get 2 TCP Local Addresses and both say TIME_WAIT. In the Foreign address one says iw-in-f190:http and the other says Systemax2-PC:49869.
Being monitored

I had a computer with a root kit on it and then I got rid of the computer. I just recently got a new computer and when I'm on certain forums such as Topix and I type it is delayed, slow and sluggish and the bottom indicator showing the webpage keeps flickering ever so often and its like the page refreshes or something really fast every so many seconds. When I go to these sites from someone elses computer or from work I don't have this problem at work, its just at home and someone told me that I am being monitored. Is there a way that someone as accessed my system on one or two sites?

some forums are naturally slow when they have too many visitors, topix is one of them. Topix can be extremely slow at times.
if you feel someone is accessing your computer then you need to read closely and following the steps exactly in the following links. There are experts in this forum who can check it out for you.
