I am looking to build a new computer in the next 2-3 months. It's been a few years since my last build so I'm thinking it's about time to upgrade. I'm not a big gamer; I like older games like GTA3/Vice City/San Andreas, Doom 3, EA Sports franchise (FIFA, NHL, NBA etc). I don't intend to push my rig to the limit so I won't be overclocking at all. I don't do any system-intensive work on this PC, it's just for internet/email/occasional games/word processing. This PC will be situated in my study and will double as a secondary TV and PVR. Storage is also not a concern as I have a 1Tb file/media server networked in my apartment. I also plan to run Windows 7 Ultimate.

What I really want, however, is for this PC to run as quietly as possible - near-silence would be perfect. I am sick of my old PC making my study sound like an airport runway... it's not THAT bad but you get the idea. I would like some advice on super-quiet 3rd-party CPU coolers and super-quiet PSUs. Speaking of which, I would also like to know how much wattage in the PSU do I need as I'm not familiar with working that out.

So this is what I have in mind so far:

CPU: Intel Core i5 750
MB: Gigabyte GA-P55-UD4P (I chose this particular MB because I need Firewire)
RAM: Corsair 1600Mhz 4GB
HDD: 2 x 500GB Seagate HDD running RAID 0 (recycled component)
VGA: ATI Radeon HD5770 1Gb
DVD: Pioneer DVD Burner (recycled component)
DTV: WinFast DTV2000 H (recycled component)

PSU: ???

I'm really not looking to build a super computer, just something balanced as an all-rounder PC and good enough to last the next few years like my current rig has. I am looking to keep costs down as low as possible, but not cutting corners on quality. I've made a limit of AUD$1200 which is about USD$1100 give or take. With the parts I need to buy (CPU/MB/RAM/VGA), I am currently on around AUD$800. My questions are:

1) Is this a balanced rig?
2) How much power in the PSU do I need?
3) What is the best quiet PSU I can get - I've heard very good things about the quietness of Seasonic PSUs.
4) Since I'm not overclocking, would the stock CPU cooler be quiet enough? and
5) If the above question is a no, what would be the best quiet CPU cooler I can get?

750w corsair are usually better value here than you can get price wise,sea-sonic are top quality but the prices are generally high here

the stock cooler should be ok

The Corsair is fairly quiet, but the quietest of the major brands (and you do want a major brand) is the Seasonic power supplies. I understand about the quiet thing and that is why I only use Seasonic in my personal computers.

Stock cooler should be fine and they are pretty quiet also.

Same as Team Mate Tumbleweed36. I use only Seasonics and they are whisper quiet.
