Backweb is a small application that comes as part of another program's installation process. It's supposed to keep your software up to date, but can also be described as adware.
I had it on my PC when I installed a new Logitech mouse, did a bit of research on it and decided I could do without. You can safely remove it to solve the problem.
I just removed it from the msconfig list to prevent it loading at startup, but if you want to completely uninstall, follow the instructions here
