Probably what's happened is that your graphics driver has been updated by Microsoft Update - and the Microsoft driver is not compatible with the Catalyst Control Centre.

You need to download and install the complete, latest catalyst driver & control centre all-in-one package for Radeon graphics cards. ATI is now owned by AMD.
Their driver page is here: http://support.amd.com/us/gpudownload/Pages/index.aspx

Uninstall existing driver and control centre first!
What is the brand model of your laptop?
Drivers for OEM units need to be acquired from the PC manufacturer. Driver's from ATI are very likely not compatible.
