There is really no visable way to tell most times. Every time I have lost a psu it did not hurt other components so IMHO it is rare but can happen, I have helped others here on the forum that this has happened to so yes a blown psu can fry other components.

Best thing to do is try known working compatible parts in your computer if avalible or try yours in another system.

Maybe if you describe what happened, what you have tried, and what the computer does when you push the power button we can give you some ideas.

How do you know the board and cpu are bad, did you try another psu?

The cpu is not necessarily fried you should test it in another known working board
