have upgraded my CPU from a AMD 1700+ to a AMD Athlon XP 2500+ barton but I cant get it to run in the right speed, the cpu only works in 1466MHZ

The Bios settings are:

cpu frequency multiple: 11.0

cpu external frequency: 166/33

cpu vcore setting: auto

cpu vcore: auto

memory frequensy: 333

And I get this warning:

Caution according to CPU external frequensy setting can only operate at frequensy higer than or equal to 333MHz please make sure the DRAM maximum frequensy is not less than 333MHz.

During last boot-up your system hung for improper CPU speed setting.

It works if I set cpu external frequensy to 133/33 .

The memory is a Kingston hyperx DDr 512MB 370MHz cl2 5,4ns and it has run in 333MHz all the time

What motherboard do you have?
You may have to change the CPU speed/Bus speed ratio.
With the Bus speed change from 133 to 166, unless you can control your memory bus independently, it CAN'T be running at the same speed.
