If you have Windows XP Pro, you can enable auditing for file access (you'd audit access of the program's main executable, most likely). Have a look at the Microsoft Knowledge Base article for that --- http://support.microsoft.com/default.aspx?scid=kb;en-us;310399&Product=winxp
If you have Windows XP Home, you'd have to purchase third-party tracking software. I suppose it's possible an open-source or shareware tool might exist. The retail tools that do this sort of thing can be pricey.
Large installations using servers can track this sort of thing easily, using the builtin tools [Microsoft's SMS servers do this, for example].
