If the drive was in good working order, I'd say keep it, but there's not much point if it's broken.
Your computer can take 4 IDE devices in any combination of hard drives, CD, DVD, etc. The advantage of having 2 or more CD/DVD drives is on-the-fly copying where you put the original CD in one drive and the blank in another.
With only one rom drive you have to copy to the hard drive first, remove the original CD and then put the blank in to burn.
I have 2 DVDRW drives for my multimedia work and would find it difficult to manage with just one. It's up to you if you think you need more than one, it depends on what you'll be using the computer for.
