This one has me baffled:

I recently installed an ATI Radeon 9000 into a computer. The computer is a relatively fresh install of XP Home (4 days old) and only had a Abit Siluro GF4 MX 420 SD in it before running with the VGA driver.

When I installed the ATI card, and driver, the machine did not want to boot the first time, but after another reboot the driver apparently worked except: Certain system fonts seem to display corrupted and "randomized", such as the font used by default for window titlebars and the font that you get in web pages with "<font size=+1>" and such. Highlighting some of these sections of text caused the inverted text to be just fine, but the normal font was still bad.

What exactly is going on here with this? Any ideas?

That's what their tech support just now suggested as well...

Doing so, and making sure the driver reinstall was completely clean, led to the machine coming up in 640x480 4-bit color complaining about a driver problem, and then the reboot as it suggested had the machine blanking out, and then coming back with the same problem.

So at this point there is something really wrong with the card, or the OS. I'm hopefully going to be able to try a complete OS reinstall and attempt to reload the drivers...
