Every time I start up my computer I receive the error in the attached image.

I think this is because an antivirus program vaulted the dll file and I accidentally removed it. The issue is how do I fix it because I went on several sites and can't find the missing file. I don't even know where to put it if I had it. As far as I know it does nothing. I run Windows 7 BTW.
