Allocating bandwidth

Okay so I share a connection with several people in my house. But my mums partner is always downloading and uploading things from his website.

I wanted to know if anyone knew a quick and easy way to allocate my bandwidth I've tried but couldn't for the life of me figure out how.

I'm on O2 broadband and have their O2 wireless box. I'm also willing to use my Netgear DG844GT if I have too.

So if anyone can help me out of this predicament I would be grateful.

easy way would be to get access to his pc and then limit the bandwidth his NIC is allowed to use

So how would I go about doing that?
go to My Network Places icon in your desktop ,right click ------>Properties------->
local area connection------>properties------->at the general tab there is a configur tab ,press it --------->Advanced tab ,in this dialog go to property, find Link Speed &Duplex select it in the right panel adjust the desired value (i.e 10Mbps).
not on xp at the moment but i think thats it

Okay so I tried this,slightly better but still not great.

Is there anyway I can stop him from leeching off my connection? Cause I can't change his settings anymore.
