Try using System Restore (choose a date which precedes the start of the problem):
Start > All Programs > Accessories > System Tools > System Restore

When you do get it running properly, you should create a system image, the tools for which are already built-in to Windows 7 (Control Panel > Backup & Restore).
Then next time Windows get screwed up, re-installing from the image will be easy and it's way, way faster than installing Windows from scratch.
