Anybody have any ideas on how to adjust RH 7.x to allow for the new DST rules? Don't want to have system time at work off by an hour for part of the year and sure don't want to have to reset it manually at the time change.

There isn't anything specific regarding RH7 since its out of date, however there is instructions from Red Hat regarding RHE2.1/3/4 . For the most part it involves updating glibc and tzdata along with some extra instructions, which by the sounds of it should work if you follow it. Hopefully this will help:

For RHE 2.1
For RHE 3
For RHE 4

One important note is that you will have to update /etc/localtime after updating tzdata by hand, however you should be able to script it. The instructions have more details.
