Acer Laptop cannot access internet

I recently have been getting the following message when using Internet Explorer and Firefox.

Security or firewall settings might be blocking the connection Detected

I have disabled the Microsoft Firewall with no success.

Any help would be greatly appreciated.

What operating system are you running? Your profile says XP but you posted in Vista/7 support.

What Antivirus program are you running? Any third party firewalls or just the MS one?

You may think this a strange question but do you have PeerGuardian or something similar installed?
Sorry for the confusion. I am working on my Mom's computer as she said she had some viruses. I ran Malewarebytes (database still needs updated) and found 4 adware viruses which I removed.

The laptop is running Windows 7 Home Premium. I can only find the Windows Firewall and Defender. No other antivirus software can be found. Did not see PeerGuardian in the programs list.

Wondering if this is a virus issue or a set-up issue.
