Yes,Login to your Windows 10 user profile. Go to Control Panel/User Accounts you will see your picture. Now login to Outlook.com, with the same Hotmail Email address account, and under your Account Settings in the Upper Left hand corner, you will see the same picture. If you change your picture on one, it should change on the other once you log out and log back in again on both.

I have three screenshots detailing my issue first two is the user account set up the third is the MSN no photo from my user account photo which it should be the photo from my user account get back to me please ?

login to Outlook.com, with the same Hotmail Email address account, and under your Account Settings in the Upper Left hand corner.
Click Change Picture.
In Windows 10, login with your Hotmail address, Go to Start/Settings/Accounts click the Browse button to change your picture.

Yes, they do, follow the suggestions if post #4 and #6 to change your picture.
Once you have changed your picture, You must log out of MSN, Outlook.com and your Computer and login again for the change to take place. It may take up to 24 hours for the picture to appear.

You do not have to keep typing "Get Back to me please" every time. We will always answer you when we have time, as we are just volunteers here doing this on our spare time.
You don't tell us what you have tried, and you don't tell us if you have followed our suggestions and if it has any effect?
So it is difficult to troubleshoot your problem.
After you change your picture, you must log out of all MS accounts that use this Hotmail Email account, (eg) MSN, Outlook.com, Windows 10, Live Mail, etc, etc. then log back in for the change to take place. It may take up to 24 hours before the change will register. If you are logging in as a different user every time then your picture will not update. If you login with your Hotmail account on all MS sites and Windows 10 and your picture has not been updated after a few days, contact Microsoft Support. Outlook.com - Windows Help

Spunk Funk I have this Flintstone photo as my user account photo am using hotmail for some reason it has work and link to other hotmail accounts did not with the one am using what would be the reason it is not doing it a different hotmail account ? Do you want me to post my set up

No we do not need to know your setup for this. But we do need to know if you have followed the instructions in post #4 #6 and #10 and what the outcome was and what other things you have tried.

The screenshot shows you are not logged in with a Microsoft account, the link you provided does not work.

We cannot help you if you don't answer our questions and tell us if you have tried our suggestions and what the outcome is.
A local account Administrator, is a local account that you created with Administrator privileges. A Local Account with nothing after it is a Standard account. If you are logged in as a Standard user, you cannot make changes to the computer, other then to your own account. It will not affect the other users, or your Microsoft User account: Differences among Standard, Administrator and Guest Users | Anvisoft KnowledgeBase
To make changes to your Microsoft User account, you have to be logged in with your Hotmail account. After you make changes, you must log out of all MS accounts that you are logged in with your Hotmail Email address. Restart the computer and log back into each.

Spunk Funk I am trying to see the issuse to tell my tech I think it should be in local account Administrator,created with Administrator privileges he put it in standard cause I also can not run in Administrator at all would it be true to ?

If you know the Administrator user password, or your Microsoft Hotmail user account password used to install Windows, you can log out of Standard User and login as either user. Again, you can't make changes to the Hotmail account if you are not logged into that account.

Spunk Funk like I said it should be in local account Administrator,created with Administrator privileges tech put it in standard cause I also can not run in Administrator either could you show me a screenshot of what it should look like in local account Administrator please
