Important Question to u, is it that u double click on the accent icon and it popup missing message? If yes, go to 2nd thing.. if no..go to 1st thing.

1st thing ... Try goto Start-->Run-->SFC <It will find and try fix some of the (maybe) corrupted or missing files.
2nd thing ... If you are using a Accent software, try re-install the software, but before reinstall try backup your data..
Have you installed French language support?

Open a blank document (in Word, for example) and instead of typing the accented letter, hold down the ALT key and type 138 on the numberpad (not the top row number keys above the letters). This will print out 'e with the grave accent'.
ALT+133 for 'a with the acute accent' , ALT+147 for 'o with circonflex' etc

These are ASCII codes for letters not commonly found on the keyboard, but French Windows should be able to handle accented letters without having to resort to this method. :4-dontkno

è à ô ... do you see the letters on the left? They were typed in the English version of Windows using the ALT method.

EDIT: To install a French keyboard, go to Control Panel > Keyboard > Language > Add
I'm able to write accent... éèêô etc... But sometime like when I search in google, page name with accent, accented caractere appear blank. Another exemple when I close a session (or switch user) in windows it is written: sauvegarde des param tres, instead of Sauvegarde des paramètres... Another exemple, when I start windowsm a window of Mcafee antivirus appear and write s curit , instead of sécurité... you see?
Sorry, no idea :4-dontkno Hang on for some more replies... It looks like a missing font or language setting but I've never used French Windows.
