If I were to get 2x 2GB ram sticks, would they be able to run on a 32-bit OS, or would you HAVE to run a 64-bit OS?

Yes, but 4GB is the max on 32-bit. 64-bit supports up to 128GB.

128 GB XD, wonder when that will be possible for home users. Another question. Do you think I should go with:
2x 2GB
DDR2 667(PC2 5300)
4-4-4-12
1.8V - 1.9V

Or

4x 1 GB
DDR2 800 (PC2 6400)
4-4-4-12
2.1V

If the 4x1 800 isn't a lot more expensive than the 2x2 667, I'd take it. You'll get better performance from the 800, but there comes a point when the extra dollars you pay aren't really worht it. If the price difference is bearable, I'd go with the 800.

What is the CPU you will be using, and are you planning on overclocking? Even gamers in 32 bit OSs won't benefit from more than 2 GB, but you will definitely see a difference in a 64 bit OS.
