Start | Run... | Type "regedit" | Follow to this value :
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer"
If it exists, does this key exist? :
"C:\WINDOWS\SysWOW64\msiexec.exe /V"
If so, good. If not, create that key ONLY if the directory value exists (see above, after typing in "regedit")
Reboot | Try your install again.
