16 "!"Wan piniport 6t04 adapters

Okay, so I have now seen this issue 3 times. Customer can not get on internet out of the blue. Device manager shows the normal integrated network adapter driver but also 16 Wan piniport 6t04 adapters all with esclaimation points. In safe mode there are close to 100 Wan piniport 6t04 adapters in device manager with "!". You can uninstall all of them but one in safe mode.
I believe the one that cannot be uninstalled is called something different (sorry, forgot the name of it). Anyways does anybody in this world have a clue what might be the cause?

I resolved this issue by using system restore from safe mode but I would like to know the cause.

My last one was this:

Cx went away for 10 days and had computer unplugged from power, comes home, plugs it in and no internet connection. We go to device manager immediately and those adapters are there.
System restore did not make any checkpoints in the last 10 days.
