I tied to fix this kids computer, so I did a reformat, reinstall of windows. When installing, I got a BSOD 0X7F error. So I tried putting some new RAM in, and that did not help. So then I was going to reset the CMOS, and I noticied he did not have a CMOS battery. Could this be the problem? Or is it more likely a mobo problem?

There are a host of things that could cause a BSOD during installation. It definitely won't work properly without a CMOS battery so get a new one of them first and then test the machine. If the problem still occurs then let us know and we can look further into it.
