PDF links not working, states "can't reach this page"

Whenever I click on a link containing a PDF in IE 11 on Windows 10, a new tab opens and I receive an error message that says "Can't reach this page" as if I am offline. Please see my attached screenshot.
Firefox and Chrome do not have this issue. I have Foxit Reader as my PDF viewer program, but I was not able to include it as an Add-On, since it was not available.


Please someone let me know what needs to be done, so I can click on PDF links and view them in IE11.

That link doesn't seem right. Replace "pdf" with "www" right after the forward slash or just remove it altogether, to make the link https://www.credential.net/12391051.pdf or https://credential.net/12391051.pdf

Why on earth would you still be using IE?
