Windows Update Cleanup

Disk Cleanup or Settings>>Storage>>Remove Files does not empty out 7.5 Gb of info. Did it a dozen times, restarted, ran Disk Cleanup(admin) and it never clears out. I have other Windows 10 computers that it does clean out but not this one.
Did a scannow as well.

Any ideas why this won't empty?

I just emptied it by uninstalling KB4556799. I saw that it tried to install, or installed 11 times since May. I uninstalled it and then I did the disk cleanup and got rid of the 7.5 gigs that was in there. I just looked after a restart and this KB4556799 is going back on my Optiplex. Hell, I see it on many other of my computers(9 in all) and the Disk Cleanup empties this Windows Update Cleanup.
I don't know what's going on or if I even need this KB but it's coming back in now.

What the heck!

My System


There is a simple solution for this. Use the File Explorer and go to C:\Windows\SoftwareDistribution\Download. Empty the folder. It may ask for a confirmation on the first item. Check the box and continue. That should do it.

I would think these would automatically be deleted after an update is installed. Perhaps not.
