Yes. Download Windows 10 using the Media Creator Tool then boot from the resultant DVD or USB flash disk to start the installation. When asked for a product key, enter your Windows 7 key and it will be activated once you're online.

Full, step-by-step instructions: Doing a Windows 10 Repair Install or Feature Update Using the Windows 10 ISO file

I note in those instructions that the only difference between a Repair Install/Feature Update within and system that already has Windows 10, and an actual Windows 7 to Windows 10 Upgrade, is that kicking off setup.exe happens to occur while still running Windows 7 on the machine being upgraded. Everything from there on out is exactly the same.

You will not be asked for a product key. The process itself converts your existing Windows 7 product key into a Windows 10 product key.
