Understanding One Drive Settings

Sorry if this is to general of a question, but ever time I think I have a handle on One Drive and the syncing between my Lumia 950 and my pc it tricks me up. I know it should be straight forward but...

For example, I seem to remember when I first tried it out, there were settings on the pc that gave the option to save only on the cloud or also on PC and now they seem to have disappeared.

I seem to recall when putting on pictures and documents, that sometimes they are actually saved on the phone and sometimes you need be on line to view.

I just can't figure out what I am doing wrong with the settings. Is there a simple video instruction for beginners that I can refer to?

The PC is a Surface Pro 3 running Wondows 10. The phone is a new Lumia 950 with Windows 10 mobile

So the way OneDrive functions is that any files stored in the Cloud will be automatically downloaded to most of your devices as this provides a local copy as well. But other files will remain up on the cloud which is sometimes why you need wireless access to access them from the phone.

Thanks, but I guess now the question is which are downloaded and which remain cloud only - do I choose?

Is it reversed, phone to cloud, or only pc to cloud then devices?

I believe its marked within the file in OneDrive, but most of the time they are not stored on phones, only PCs.

I find that it downloads music and some documents but not all and sometimes pictures, but not all, so as you can guess it makes it very confusing and sometimes uncomfortable.

Any other thoughts are appreciated.
