Kellogg American compressor help

I have one already for my shop. I picked up a used one for 250. It has a 335TV compressor and a Ajax 5hp 220 single phase motor. Every thing is serviced up. When I rotate pump it feels like on compression stroke it’s something sticking. Very hard to turn past? The bearings in bottom end feel good. Is this a valve problem?

Was it stored outside?
Any chance there is water on top of a piston?
Past that it could be a stuck valve not allowing air to escape.

Maybe the reed valve on top of the little piston not opening to allow air out? I can hear air coming in through air filter port.

Yes it could be a stuck reed valve in the head.
