Vista can't open any program that require administrator

Question

I have a vista ultimate edition with SP2.

I couldn't run any program that require administrator confirmation thing, program with the admin/security symbol.

I could run them fine before. Today, the consent.exe box didn't pop up when ever I run a program as admin. Instead, a error pop up says "Window cannot find 'c:\filepath\filename', make your you typed them properly...".

I don't know if its a virus or registry problem. Or simply the system files are corrupted.

Do you have Administrative rights on your user account?

Is your account set as a standard user or Administrator?

Are you trying to open 3rd party program shortcuts? Or key Windows 7 maintenance programs?

Yes, my account have admin rights. It is admin. I was trying to open shortcuts, but it didnt work for both shortcuts nor main program. Any program with admin symbol would not work, it gave me a message "window could not find 'c:\blah blah', make your you typed......".

I got it to work now, I activated my built-in admin account in vista and created another admin account. Then magically both my old and new admin account works now. Consent.exe pops up when I open a program.
