Most of the time I see this it's an HP laptop with Norton A/V installed is this the case here?

That service is for an HP printer. What I usually do is set all HP services to Disabled or Manual, Go Start> in the search box type in services.msc scroll down the list on the right side looking for services starting with HP if they are reported as Started right click and select stop from the list. then right click and set start up to Manual that way they will start only when needed and not clash with each other on start up.
