CD-ROM no detected

I have a Dell computer that was upgraded to Vista Business from XP Pro. The CD drive worked fine in XP, but Vista does not recognize that there is even a CD-ROM on the computer. The drive has power, because I can eject the CD tray. I just can read any CDs. What can I do?

check that you can see it in the bios
if not check the cable has not worked loose

I checked the BIOS and it sees the drive. I set it to every jumper setting, nothing, it is set as the secondary master drive. Vista still does not even recognize the hardware. The drive does not show up in device manager. What could be causing this?

Ok, I did some more tests. When I first turn the machine on, the drive has power. The BIOS detects it, and I am able to open and close the drive. However, when Vista starts to load (with the green bar at the bottom), the drive then suddenly stops working all together. I cannot open it, close it, or anything until I unplug it from the power supply and plug it back in. But by that point, it is too late, and Vista does not recognize it. Why would the drive stop working as it boots into windows? I mean, it is even losing power. Anybody have an idea?

The model of the CD Drive is:

PX-W2410TA

It is a Plextor Plexwriter 24/10/40A

if it is not opening and closing then there is a problem with the power or the actual drive
try another power plug in it
ask a friend to try it in their computer
i was replying a couple of hours ago when the connection to the isp went down
