i have a power supply but not my computer yet.

if i plug in the supply, should the fan inside the power supply come on right away, or does it come on only when the computer gets warm?

nothing happens when i plug it in, unattached to anything.

Some higher quality PSU's retard the fan from operating until it is required to cool the unit but most run whenever they see a load. If you have a case fan lying around you could use it to apply a load.
Brand & Model of the PSU?
