new PSU won't turn on.

Is there something I must do for a brand new PSU to turn on? Like simply plugging in the power cord, wait a few minutes or so till enough power is collected in the psu? Well I just plugged in my PSU earlier today after receiving it a few days ago after plugging in the power cord. I've tried several times turning my unresponsive PSU switch off and on then trying to boot the computer again.
I've tried my stock PSU which works perfectly fine now.
APEX 400w PSU

Side note: When ever I switch the power off and on and tried booting my computer, there is this eet noise coming from from the psu or something for a brief second then it dies down and doesn't do much after that.

Make/model of the new PSU.

Nothing special. Install it and power the PC.

Sounds like you may have a defective PSU.

nope no response still, and yea it whistles. Am I allowed to return the PSU or Newegg wouldn't allow it ;\. Since this PSU was kind of cheap (30 bucks) i'm thinking of going for an ANTEC green 380w one after I return this. Thanks for the help guys.

(about to put in a HD4650 1GB DDR3 128-bit)
7200RPM HDD 280GB
2 GB ram DDR2 PC5400
120mm fan
531s Stock Motherboard (new mid tower ATX case)

and thats about it.

I would recommend something like the following:

Corsair 550W

Corsair 650W

Seasonic 620W

The SeaSonic 620W is the best bang for buck and would be fine with a 4650.
