I believe the C521 uses a small-form chassis (what type chassis are you using)

If i buy the Rocketfish Rf-900WPS 900W Continuous Power Supply, will it support the C521? I use the slimcase, but i can just put the power supply outside of the case.

Why would you need such a PSU with the C521.

Have you made any upgrades? I would usually recommend staying away from

any Rocketfish PSU .

I wanted to get a new video card, so i thought i should get a new PSU first. If i dont get a new PSU, would an EAH5550 or a EAH5670 work on my current system?

Those cards don't seem to list any psu requirements surprisingly enough and the unit does not suggest low profile card. makinu1der2 is right that is a slimline unit so I would contact Dell to see if that slot requires a low profile card, if not they seem to work.

The case will accommodate the low profile cards..However neither card you have

listed will work with the current (280W) PSU..and if they do probably not for long.

Dell uses a proprietary PSU for this model.

I would stay away from Rocketfish for quality concerns but ultimately it is up to you.

First of all that looks to be a standard size psu so it is doubtful it will fit in and I'm sorry Rocketfish is regrettably junk. With psu's don't go by wattage alone as they way those are tested varies and what you really want is a better quality 500 watt frankly, and you need to measure yours so you will know the size that will fit into that case.
