On my HP pavilion Win 7 64 bit A1118X the Smart Short Self test failed.
I do not experience any problems but it seems to be slow. Is this important to be fixed?

Yes it may be. If t's failing that and the drive is slow then it is most likely failing. I would backup any important files right away as there's no telling when it may fail. Does your laptop have a diagnostic tool that you can run?

All the tests are OK except the Smart short test. But this test failed every time already for 2 years. No apparend effect on operation.

It may be a false positive, but I would still back up your important files. You say it's slow so how much memory is installed? How much free space is left on the C drive?
There is great chance that drive is going to fail at anytime. You can test this theory by downloading either Seatools or Drive Fitness in my signature and burn the Image to CD using IMGBurn in my signature and boot off of the newly created CD and run the Quick and Advanced tests if there are any errors it can't fix, then get a new HDD.
