Is it the external USB drive that is restarting or the computer? Does this USB drive come with a Power Adapter? If so, be sure it is the correct one that came with the drive and that you are plugging it into the Wall Socket not through a Surge Protector or Extension cord as this may diminish the power. Also make sure you are plugging the USB cable into the Back USB port of the computer and not the front or through a Hub as these ports are weaker.
You can remove the drive from the enclosure and attach it internally to a Desktop computer or you can attach it with a USB Adatper, as the logic board inside the enclosure may have failed.
