Reinstalling An Operating System

Hi There,

Am currently facing a problem of which i would request to be helped//

i have been trying to reinstall an OS -on a computer that ceased to work due to a power surge,,, but i get a certain error message indicating that the system cannot boot from the CD, CODE : 4

i have tried to format the hard disk on another machine and it went all well, but on returning the hard disk on its machine ---it gives me this error message

"NTLDR IS MISSING"

Help pliz

the Computer spec are:-

DELL Optiplex GX 160
Western Digital HD 40Gb
intel Pentium III Processor
931Mhz, 256mb of RAM

Am using an original Service Park 3 OS
Am using a DVD ROM which i have already set to be the first boot option

The Hard Drive is very much OK

Insert the Windows XP bootable CD into the computer.
When prompted to press any key to boot from the CD, press any key.
Once in the Windows XP setup menu press the "R" key to repair Windows.
Log into your Windows installation by pressing the "1" key and pressing enter.
You will then be prompted for your administrator password, enter that password.
Copy the below two files to the root directory of the primary hard disk. In the below example we are copying these files from the CD-ROM drive letter, which in this case is "e." This letter may be different on your computer.

copy e:\i386\ntldr c:\
copy e:\i386\ntdetect.com c:\
Once both of these files have been successfully copied, remove the CD from the computer and reboot
